Overview
Every wallet withdrawal requires ReOTP confirmation to prevent fraud and theft.
Implementation
1. /wallet/withdraw: amount + method + Withdraw button.
2. Check balance then call /api/verify/init (PREDICTIVE).
3. On VERIFIED: create record (status: PENDING) + start financial process.
4. Rate Limit: max 3 withdrawals/day.
